A Guide to Serving Local Fish in School Cafeterias

It’s here! Hot-off-the-press is the Fish to Schools Resource Guide and Stream to Plate Curriculum! Fish to Schools, a program that gets local seafood into schools, began as a grassroots, community initiative in the fall of 2010. Sitka is one of the first districts in the state to serve local seafood through the National School Lunch Program and has become a leader in the State of Alaska to get local foods into schools. In the last three years, the number of schools interested in serving local seafood has increased ten-fold. And it makes sense—this is a program that not only addresses child nutrition but also food justice, community sustainability, and conservation.

In an effort to support regional and state-wide efforts to serve local foods in schools, the Sitka Conservation Society developed a “how-to” guide to serving fish in schools. Using Sitka as a case study it outlines procurement and processing strategies, legalities, tips, and recipes. Also included are case studies from around the state that offer tips and suggestions based on the success of their programs.

In addition to this guide is the “Stream to Plate” curriculum, a unit of seven lessons that connect salmon to the classroom. The lessons address the ecological significance and human relationship to salmon. These lessons have been trialed and refined the last three years with third graders at Keet Gooshi Heen Elementary School. Chris Bryner, teacher and collaborator on the salmon unit said, “The Fish to Schools curriculum connects my classroom to the community.  Students not only learn about a resource relevant to their daily lives, but come away with an understanding that learning happens inside and outside of school.”

We’ve been working on this guide since the inception of our program, tucking away tips and pieces information that have been particularly useful to get Fish to Schools up and running. I hope it inspires and supports your efforts to get local foods in schools.

Fish to Capital

When serving local seafood in our schools became a community health priority in the 2010 Sitka Health Summit, the Sitka Conservation Society recognized the opportunity to apply our mission to “support the development of sustainable communities.” Now all grades 2-12 in Sitka serve locally-harvested fish at least twice a month, reaching up to 1,500 students. In just three years over 4,000 pounds of fish have been donated to Sitka Schools from local seafood processors and fishermen.

Fish to Schools is a grassroots initiative that builds connections and community between local fishermen, seafood processors, schools, students, and families.  It’s a program that we would like to see replicated across the state—that’s why we created a resource guide and curriculum (available March 1st!). And that’s why I went to the Capital.

Nutritional Alaskan Foods for Schools is a state funded program that reimburses school districts for their Alaskan food purchases. This $3 million grant allows schools to purchase Alaskan seafood, meats, veggies, and grains that would otherwise be cost prohibitive to school districts. It also gives a boost to farmers and fishermen with stable, in-state markets.

Nutritional Alaskan Foods for Schools was introduced by Representative Stoltze and has been funded the last two years through the Capital Budget. I went to Juneau to advocate for this funding because it’s a way to ensure funding for local food purchases state-wide. Locally this means sustained funding for our Fish to Schools program.

I met with Senator Stedman, House Representative Kriess-Tomkins, and the Governor to tell them how valuable this grant has been for schools, food producers, and students around the state. I will continue my advocacy and ask you to join me. It is through your support that Fish to Schools exists in Sitka—let’s take that support and make this thing go state-wide!

The Sitka School District took the lead by passing a resolution to support “multi-year” funding of Nutritional Alaskan Foods for Schools. Let’s join them and advocate for a program that revolutionizes school lunches and catalyzes local food production. I am writing to express my support for sustained funding of Nutritional Alaskan Foods for Schools–a program that supports Sitka’s very own Fish to Schools program.

Fish to Schools is a program that connects fishermen, seafood processors, school food service, the school district, and students. It’s a program that gets local fish on lunch trays while building local foods security, creating access to these foods, and connecting youth to their food source. Nutritional Alaskan Foods for Schools takes it one step further–now we can support our local economy by paying our fishermen and seafood processors while creating new, stable markets for their fish to stay in-state, support more jobs for our fleet, and provide more Alaskan foods for Alaskans.

Nutritional Alaskan Foods for Schools supports Southeast Communities. Sustained funding ensures Alaska children eat Alaskan foods. It’s a small state investment that benefits many sectors or our community. I thank you for your support in having this program continue through sustained funding.

The Meaning of Wild, March 9th in Sitka

SCS will present the Sitka premiere of The Meaning of Wild Sunday, March 9, 2014 from 6-8pm at the Sitka Performing Arts Center.  Tickets $7 available at Old Harbor Books (2/14/2014). Free for kids 10 and under.

The film will be accompanied by a selection of wilderness-themed short films,  a photography exhibit and silent auction, and door prizes.

The Meaning of Wild takes viewers on a journey through one of our nation’s most wild and pristine landscapes – The Tongass National Forest of Southeast Alaska.  The film follows wildlife cameraman Ben Hamilton as he travels by boat, plane, kayak and foot to capture and share the true value of Wilderness.   Along the journey Ben encounters bears, calving glaciers, ancient forest, and harsh seas but it’s the characters he meets along the way that bring true insight to his mission. The film highlights never before captured landscapes while provoking reflection about their importance to us all. Ultimately The Meaning of Wild celebrates the fiftieth anniversary of the Wilderness Act and seeks to share these national treasures and inspire the next generation of wilderness advocates.  Visit the Meaning of Wild website.

Background: Sitka Conservation Society has been partnering with the USDA Forest Service for over 5 years to monitor and steward Wilderness areas in the Tongass.  Part of SCS’s mission is to educate and inspire community members to take care of their local public lands through projects like the Meaning of Wild.

Follow wildlife biologist Jon Martin, big game guide Kevin Johnson, conservationist Andrew Thoms and filmmaker Ben Hamilton as they travel by foot and packraft through the rich habitats of West Chichagof Wilderness.  The team seeks out the coastal brown bear, a keystone species, to unravel the importance of protecting large tracks of intact habitat for wildlife population.  Their journey takes them through the Lisianski-Hoonah Sound corridor, an area proposed but ultimately removed from the original citizen-intiated Wilderness proposal and a prime wildlife area, and over the Goulding Lakes, within the Wilderness boundary.  Prepare yourself—you’re about to enter into Big Bear Country.

Photographer Adam Andis has been exploring the remote Wilderness areas of Southeast Alaska for the past 8 years as a private kayak guide and manager of the Sitka Community Wilderness Stewardship Project.  This collection of photos includes 24 images depicting the raw beauty of 14 Wilderness Areas in the Tongass.  Prints will be available to purchase through silent auction at the event with a portion of the proceeds being donated to SCS.

Alaska Way-of-Life 4H

Want to get involved with 4H? 4H is a positive youth development program to get youth civically engaged and apply leadership skills at a young age.

Our 4H Adventure Series starts February 18!! This series will be Tuesdays through May from 4:15 – 5:45pm for ages 8 to 13. Skills we will explore are: map and compass navigation, using survival kits, GPS and geocaching, fire building, shelters, knots, water purification, Leave No Trace Wilderness ethics, bear awareness, and other skills to prepare for an overnight trip!

New 4H members are encouraged to join! Please share with friends who may be interested.

Attendees must be 4H members. Please complete the registration forms before the 18th. Copies are available at the Sitka Conservation Society.

A 4H 2013 in Review

The Alaska Way-of-Life 4H club had a full year of getting youth outside, civically engaged, and exploring the Tongass National Forest. In 2013, young Sitkans explored the Tongass by foot and kayak, and gave back to community elders. 4H is a prime example of how SCS is meeting its goal to educate people to be better stewards of the Tongass and to live in a sustainable relationship with the natural world.

Out of our network of over 70 families, 46 active 4H members in Sitka explored the Tongass forest in 2013. They learned how to identify and process wild edibles: spruce tips, Lingonberries, Huckleberries, Labrador tea, mushrooms, and rose hips. We made jams, jellies and fruit leather that were donated to elders at the Pioneers Home to give back to the community. A night hiking series stretched the members to explore the night and use their sense of smell, hearing, and sight with a new focus. In addition to hiking club, summer programs included gardening club, kayak club and a fishing clinic. The youth cultivated and harvested vegetables in the St. Peter’s Fellowship Farm, learned the basics of kayaking safety and technique and paddled the Sitka Sound, and learned how to make a lure and tie it to a fishing pole. The year rounded out with an outdoor survival series educating youth how to be prepared and stay safe for outdoor adventures in the Tongass.

4H is open to youth ages 5 to 18. 2014 marks the adoption of the national 4H community club structure. There will be monthly meetings with all the project clubs, such as Alaska Way-of-Life and Baking, leadership opportunities, and public speaking. Want to get involved in 4H? The Alaska Way-of-Life project is going strong with the Living with the Land Naturalist series on Fridays and gearing up with a new Adventure Series starting February 18 for ages 8-13. Subsistence in Southeast Alaska: The Tongass National Forest Service’s Fisheries Resource Monitoring Program

Although we often associate our National Forests with trees and silviculturalists, BY FAR, the most valuable resource that the Tongass National Forest provides is in the production of all 5 species of wild Pacific salmon. Managing salmon habitat and the fish populations within the forest is one of the key roles of National Forest Service staff in Alaska.  The Tongass National Forest is the largest National Forest in the United States.  Its 17 million acres is home to 32 communities that use and very much depend on the resources that this forest provides.

On this National Forest, fisheries and watershed staff are probably the most critical positions on the entire Forest and are responsible for the keystone species in the temperate rainforest ecosystem—Salmon–a $1 Billion per year commercial fishery that serves up delicious salmon to people around the nation and the world, not to mention subsistence harvests that feed thousands of rural community members in Alaska.  These staff also carry the legacy of thousands of years of sustainable management on their shoulders.

Like nothing else, salmon have shaped the cultures and the lifestyle of the peoples and communities of Southeast Alaska.  The Tlingit and Haida people who have called the Tongass home for thousands of years, have learned and adapted to the natural cycles of salmon.  Deeply held cultural beliefs have formed unique practices for “taking care of” and ensuring the continuance of salmon runs.  As documented by Anthropologist Thomas Thornton in his book, Being and Place Among the Tlingit, “the head’s of localized clan house groups, known as yitsati, keeper of the house, were charged with coordinating the harvest and management of resource areas” like the sockeye salmon streams and other important salmon runs.

The staff of the Fisheries and Watershed program has integrated Alaska Native organizations, individuals, and beliefs into salmon and fisheries management programs on the Tongass and have hired talented Alaska Native individuals as staff in the USDA National Forest Service.  Through the efforts of the Fisheries and Watershed program and its staff, a variety of formal agreements, joint programs, and multi-party projects that manage and protect our valuable salmon resources have been developed.  The programs on the Tongass are case-studies for the rest of the world where lands and resources are owned by the public while being managed through the collaborative efforts of professional resource managers in government agencies, local peoples with intimate place-based knowledge, and involve multi-party stakeholders who use and depend on the resource.

The Tongass is America’s Salmon Rainforest and the Forest Service’s Fisheries Resource Monitoring Program is a stellar example of how we manage a National Forest to produce and provide salmon for people across the entire country as well as the people who call this forest their home.

One of the things that struck me instantly when I moved to Sitka was the number of jarred foods I saw on people’s shelves. I moved up from Oregon where canning foods was either considered “trendy” or outdated–it was a lost art. But here, it’s an art that is practiced every year. In fact, according to the 2013 Sitka Food Assessment, 77% of Sitkans preserved or processed food in the last 12 months.

1 in every 3 Sitkans jar up food every year! And while that is an impressive number, it’s one we want to increase. In the case of an emergency shelf-stable foods are incredibly important. Canning foods is a way to build our individual and community food resiliency.

And it’s another way to connect to the Tongass. Knowing the seasons through food harvest forms a relationship to the natural world, a dependency even. It’s sustenance and subsistence—it’s a way of life. Many foragers even have secret spots for berries, wild greens, or mushrooms. There’s a sense of ownership for these treasured places and they invite stewardship.

Every year hundreds of pounds of berries hang off their branches and freezer bags are filled with future muffins, smoothies, and pies in mind. And while these gems are absolutely delicious frozen, they are quite yummy canned into jams, jellies, syrups, and juice.

The Sitka Conservation Society offered a food preservation class this winter, turning frozen huckleberries into jam, jelly, and fruit leather. National Food Day

On October 24, all across the nation, people were participating in Food Day, a national celebration of affordable, healthy, and sustainable food. The Sitka Conservation Society joined with a Fish to Schools local coho salmon lunch at KGH, BMS, SHS, and PHS. SCS partnered with the Sitka School District’s Live Well Physical Activity and Nutrition Program to coordinate an after school program healthy snack activity with smoked salmon, kale, and local carrots.

We wanted to join the national effort to celebrate local foods building our community here in Sitka. We have the benefit of this subsistence lifestyle full of forest and beach greens, fish, and deer all of which are sustainable food system choices. At SCS we strive to support and build a sustainable community by implementing programs that initiate change such as Fish to Schools and the Sitka Food Hub. I challenge the community to start talking about food, where it comes from, and engage with friends and family to bring back our connection to the food with which we nourish our bodies.

I would like to thank Americorps Volunteer Lauren Havens and Ryan Kauffman with the Live Well program for all their work in this year’s Food Day in Sitka. Also thanks to Kristi Coltharp and the 21st Century Learning Program, the Sitka Local Food Network Fellowship Farm, and anyone else who helped to make this years Food Day in Sitka a success!

4H Wild Edibles and Foraging

The Alaska Way-of-Life 4H wrapped up a fall foraging and wild edibles series in October. 4H is a positive youth development program throughout the nation that challenges youth to engage their head, heart, hands, and health for themselves and the community in which they live. We spent the month learning, gathering, and working with wild edibles in the Tongass National Forest. Subsistence truly is the Alaska way-of-life here in Sitka. The 4Hers learned how to preserve foods by canning jelly and making fruit leather.  We concluded the series with a distribution of gifts to give back to our community members.

Rose hips are the bright red fruit of the wild rose, or Rosa rugosia, which are abundant in Sitka. Many of them grow in town, providing beautiful color to the lawns of many homes. The Alaska Way-of-Life 4H club learned how to harvest the fruit and preserve it into jelly and fruit leather. The kids had fun mashing the rose hips in a food mill to create a puree for the fruit leather and squeezing them in cheese cloth for the jelly.

Kitty LaBounty, UAS biology professor and mycologist, was a special guest on the 4H mushroom hunt in September. In the forest, we found puffballs, winter chanterelles, and various russulas. The kids experienced the Tongass with a new perspective and learned about the interdependence of the forest ecosystem: how the fungi work with the plants in decomposition and forest diversity. We got up close and personal with the mushrooms by creating spore prints on paper by setting the cap down overnight. The print reflects the shape of the gills, folds, spines, or pores, which helps to identify the mushroom. We used a fixative to set the spore prints in order to make Thank You cards for those who helped us with our series. The 4Hers were able to practice creativity with the print: one 4Her made a person out of the spores!

Our last challenge was in the muskeg to search for Lingonberries. The small waxy-leaf plants are found on the dry mounds of the muskeg and grow far and few between. They can blossom in clusters as big as 5 berries, but in our experience those are rare. It takes  patience to find these little berries and the 4Hers seemed to be up to the test after the mushrooms hunt! The day was very cold and rainy, but they were successful at finding berries. Lingonberries are very popular in our fellow arctic polar region of Scandinavia for sauce and jam!

 

The Alaska Way-of-Life 4Hers are learning by doing and giving back to the community that supports them here in Sitka. The more they know about the Tongass, the more appreciation they will have for the Alaska way-of-life. They embraced the process from Tongass to the table, and share with their friends what they now know about living with the land here in Sitka. They are excited to be able to identify the plants in the muskeg, forest, and urban settings, and make food from what they find. It was also heartening to see their enthusiasm for giving to community members at the Sitka Pioneer’s Home and those who helped make this series possible.

“Chasing Wild Sounds” Program with Richard Nelson and Hank Lentfer

Richard Nelsonand Hank Lentfer will be featured at the next Natural History Seminar series presentation titled “Chasing Wild Sounds” December 5th, 7:30pm at UAS. Nelson and Lentfer will discuss their project “Voices of Glacier Bay National Park”, an effort to create a library documenting natural sounds from the park, including everything from the subtle scratches of a crab claws on sand grains to the reverberating trumpets of humpback whales echoing across the bay.
